I found that some folders in .config had been created with root
permissions somehow (perhaps through launching 'sudo geany' early on in
the life of this desktop to edit a config file - I can imagine this
would be an unintended consequence of the first run of some gnome
program being sudoed).
This should be a low-priority bug as this really is a small visual
problem (that should be addressed, admittedly). It still affects up to
12.10 (though I have not tested 13.04 nightly).

I'd repeat the workaround for 12.04+ is using unar command line tool.
Since the encoding issue usually happen with ZIP archives, -O/-I option
of unzip (available 11.10+) also worth a try.

over-all result is that this kernel is running about 6 degress hotter

P.S. it was not a totally apples to apples comparision because in the
process of installing the kernel I ended up switching the video driver

that in previous tests on 12.10 I so no significant difference in
temperature

After I replaced network-manager with wicd on 12.10 everything works
perfectly. Now shutdown is much faster -- no delays at all. And I got
rid of the hacked init scripts that I was using to circumvent the bug.
