Got same problem with keyboards-indicator after last update.
I mapped Alt+Shit in 13.04 to change keyboard layout, but after last
update (13.10) it only works when second language in keyboard indicator
is active, if active first language (EN) it doenst work.

In Kubuntu 11.x, 12.x and 13.04 everything was fine, after the _secound_
boot to 13.10 the build-in BT-adapter seems to be deactivated. (I use a
BT-mouse, so I noticed it that exactly.)
Even on a boot to Windows 7BT-adapter can't be found anymore.

I can't set Ctrl-Shift, Alt-Shift and my favorite Caps Lock to change layout.
Moreover, default Super + Space does not work at all.
The best option would be if the old functionality returns back. In my case, I
need to have ability to set Caps Lock to change layout.
