Ubuntu Wily. Does this resolve your problem? I have to admit I don't
know enough about Openstack to tell whether the requirement is 2.4.0

In my opinion the fix has to go into the network indicator or a system
settings component, whichever handles the network authentication. The
auth dialog currently works fine for plain PSKs, it should work equally
and transparently even for the more complicated cases like
WPA2/Enterprise

Could you check the output of this grub-probe command (with three times
'v'):
/usr/sbin/grub-probe --device-map=/boot/grub/device.map
--target=fs -vvv /boot/grub
If your LVM where /boot is instaled is large, it's possible that its bug
(with a proposed patch) is your same case:
