I know we want Unity8 to respawn on occasional/rare crashes. But we need
a different plan for immediate start-up crashes... For those you need to
soon fall back to something else that will at least display a picture
(USC I guess).
Obeying a respawn limit of 10 or so would be a nice compromise I
