Note that I ran apport-collect 2 days after observing the issue, after
restarting, and of course while not observing the issue anymore (which I
have no way to reproduce systematically). So it's likely that the logs
are useless.

I made a new test, I set KVM guest config CPU host-passthrough, and CPU
core limiting did not work. I found effective_cpus error in log file
too.
