reinstall openssh-server, but the same error occurred. I know, that just
remove openssh-server takes all my conf files on the system. I finally

Thanks Gunnar, that patch is not needed since USE_NLS is defined by
AM_GLIB_GNU_GETTEXT, what was needed is to have a rebuild so
translations are not removed from the binary.
I'm doing a SRU with another fix that should fix that as well.
Note that for yakkety we might want to add "X-Ubuntu-Use-La
Debdiff updated with postinst config test for config.txt
^device_tree_address=. If not found, it adds:

device_tree_address=0x100
device_tree_end=0x8000
Tested with vanilla raspi2 install + upgrade to 1.20160503+6832d9a-
