I'm running Kubuntu 16.04, and Ark 15.12.3. The ark package suggests the
packages unrar and unrar-free, but installing either of those does not
allow the user to uncompress rar archives. Instead, p7zip-rar must be
installed, a package that is recommended or suggested by ark.
I am lowering the importance to medium as this is neither loss of data
or loss of service class of bug (which I think is the classification for
high or critical). That does not mean it is not done asap.

adding that rule sounds totally reasonable and we are looking to integrate that.
