Bug still affects me on Ubuntu Xenial 16.04.1. Any Iraqi city used
automatically gets set to Iran. This has been going on for quite a
while? Is there a fix in the pipeline? Workaround?

Ubuntu GNOME 16.10 "yakkety" is looking to install gnome-initial-setup
by default. gnome-initial-setup autostarts on first login so we'll need
to disable it from showing up in the "Try Ubuntu GNOME" environment of
the live install image.

Hello Paul,
I'm not sure this is a bug in PHP, tbh, or at least not the way you are
describing it, possibly.
1) I am able to reproduce your results, so let's agree on that :)
2) Your testcase explicitly sets the leniency of the parser to false,
meaning it should strictly parse the date input.
OK, it seems that workaround #4 works if I wait a bit before
shutdown/reboot. If I switch off the computer immediately after the
boot, the problem will still be there.
