RX/TX queue size - just like the change that mitigates the issue:

I've seen this multiple times in the past; it is highly unlikely to be a
configuration issue, since the NRPE configuration is set by juju charms

So indeed it appears we have a major bottleneck in LLVMpipe interpreting

removing mutter and re-installing changed the x-window-manager to
/usr/bin/metacity
Maybe that is what fixed the bug. Maybe not.

allowing graphical user interfaces to run as root is a design decision
of wayland. The way to go for synaptic would be to run the graphical
user interface as the unprivileged user who has called the program and
then to use polkit
