Well, the system was in an inconsistent state after the attempted upgrade from 14.04 to 16.04. I ran some combination of sudo apt-get update –fix-missing sudo dpkg –configure -a sudo apt-get install -f which prompted me with "Yes, do as I say" and appears to have removed many packages.
