I can confirm after having remove the temporary hack Debian package
firmware-bnx2, upgrading the linux-firmware package to 1.172 has fixed the
issue. The bnx2 firmware files are there and the server comes back up after
reboot with network interfaces working as expected.

I confirmed that I can override ssh_pwauth value with user-data.
But, it's does not fit for my use case.
Since deploing VM is done by user, I can't control user-data.
I think the best solution is cloud-init don't update PasswordAuthentication in

It look like these patches have already been accepted into the Bionic
version of lshw.
@dgrosvenor you don't have to compile lshw. You could also deploy
Bionic, install lshw, and run sudo lshw -xml > lshw.log to comfirm.

You could probably (carefully!) extract it from bionic-proposed if you
want to test it that
@Carl - the ddebs help if you need a crash report for example a program
segfaulted.
Then with the ddebs you can get more info of the symbols.
But this BSOD crash is "inside" the guest, the ddebs on the Xen host would hot
