I'm not an expert, but you might want to see if you can gain some
insight from the output of 'journalctl -b0'.
E.g. is your system using the framebuffer driver "fbcon: xxx" or "[drm]
..." during boot up?

I noticed this in the course of Endless OS removing Python 2.7 entirely.
We don't ship /usr/lib/adobe-flashplugin/manifest.json, and I couldn't
find a copy to fully verify this patch, but I tested with a non-ASCII
JSON file (the obvious way that 2.7 -> 3.x would break) and it seems to
work fine.

by using fcntl instead of exclusive file opening.
However, when fcntl fails the new code tries to check for errno of
EAGAIN or EACCES, but does so incorrectly:

I created a dummy /usr/sbin/policy-rc.d file that echoed to /tmp/andreas
the command line arguments it got, and no /tmp file was created when I
ran "systemctl restart systemd-timesyncd".
With "invoke-rc.d systemd-timesyncd restart", however, I got:
