I couldn't exactly reproduce this as it happens during deployment. BUT
the closest I could get was deploying 16.04.4 (4.13) and then installing
4.17 once I was up and running. So I did that, and I am able to reboot
the system into 4.17:

Have you tried "usb-storage.quirks=" [1] ?
Commit 8c4e97ddfe73a0958bb0abf7e6a3bc4cc3e04936 ("usb-storage: Add
support for FL_ALWAYS_SYNC flag in the UAS driver") also worth a try but
it's not in any released kernel yet. Need to compile a kernel by
yourself.

I upgraded my laptop to Bionic but the display failed to work. I was able to
get into the grub menu on the install media and entered nouveau.modeset=0 which
has worked in previous versions of Ubuntu but with Bionic I get a blank
display. Sound works and I can hear Ubuntu st
I guess something went south when building the DKMS module.
What's the output of `dkms status`?
