I've playing with this a bit more to get the fix for the currently
affected users who already upgraded to bionic and removed nux-tools, but
I don't think there's a solution which works if we keep this marked as a
Conffile by dpkg.
In fact, using the various rm_conffile or just removing the file
I'm using 18.10 now and have noticed there's sometimes a confusingly
long delay for the VT login prompt to appear. It's just a cursor on a
black screen for a while, and then suddenly the VT login prompt appears
(sometimes).

Sorry guys, since I reported this bug 2 years ago, I gradually switched
to Debian system and pass/gopass password manager (even deleted lastpass
