It turns out that -smbios type=1,manufacturer=Scaleway is required by us
to trigger cloud-init's DataSourceScaleway on our infrastructure.
And, moreover, the functionality works as designed on Bionic :

Given that it is a conffile, you can remove the one you do not need.
Why do you want to use resolvconf, instead of resolved? I was expecting
for people to have /etc/resolv.conf to point at either
/run/systemd/resolve/stub-resolv.conf or
/run/systemd/resolve/resolv.conf (as needed) and have

There is already a request in the question document to provide the
output of
cat -n /etc/apt/sources.list.d/whatsie.list
The output of that command (or attaching the file to this bug report)
should help identifying the wrong contents of that file and provide the
information needed to correct it.
