Okay, so I have run the update and reboot commands. I tried to run the
ubuntu-bug command again and I got exactly the same error message as was in

I can confirm that this bug is still present in webcamoid on Xubuntu
18.10 (cosmic).
The problem is the same as in the Bug Description above:

With more time spent on this, it feels like some question to be passed
along to my former colleagues. Unfortunately the dump does not contain
any data that is simple to track because the initial BUG() trigger
already ended by the time the final panic is done.
However debug_output() is rather
Tested xenial live session with stock systemd/udev and upgraded one from
proposed. My dell laptop is not affected by this issue. But at least
rfkill keys still work for me with both old and new systemd/udevd and
there are no error messages in dmesg.
