The issue seems to be that in Cosmic the libboost-python lib naming
convention has changed and that affects the debian rules scripts picking
the correct lib python version.

Cosmic: /usr/lib/x86_64-linux-gnu/libboost_python36.so.1.67.
This happened to me after upgrading to ubuntu 18.10 , i was previously
using the PPA version and the upgrade commented it out, it then
installed a newer version of remmina during the upgrade. to fix this i
needed to uncomment the ppa definition in my
/etc/apt/sources.list.d/remmina-ppa-team-ubuntu
