The epson-inkjet-printer-escpr seems to be some problem of the test script 
design that the test sometimes fails on slow processors due to being to 
time-consuming, because it works on most architectures and repeating it can 
make it pass. So I simply re-triggered it on Xenial i386 and Bionic i386 to see 
whether it passes now. Note that I did not look into the actual test script of 
this package. At least the output of the test script looks like some standard 
script also used by CUPS and other printer drivers. This script for sure does 
not set MaxJobTime=0 in CUPS and so results should not change by this fix.
I do not know about LibreOffice and OpenJDK tests.

Just to add, we also attempted to work around this by adding a systemd
override to netplan to recycle the keepalived service whenever network
management was restarted.  While it corrected the issue, it also created
another problem whereby the system hung on startup after a reboot
waiting endlessly for the network daemon to start.  I had to revert this
change in light of this.

For now, I've disabled ubuntu auto update task completely and hopefully
this will avoid any network service restarts until the issue is resolved
within the package.

Could this be solved with different ordering? Luks first, then bcache?
Luks definitely expects its header to be in a certain position:

LUKS EXTENSION
   LUKS, the Linux Unified Key Setup, is a standard for disk encryption.  
It adds a standardized header at the start of the device, a key-slot area 
directly behind the header and the bulk data area behind  that.  The
   whole  set is called a 'LUKS container'.  The device that a LUKS 
container resides on is called a 'LUKS device'.  For most purposes, both terms 
can be used interchangeably. But note that when the LUKS header is at
   a nonzero offset in a device, then the device is not a LUKS device 
anymore, but has a LUKS container stored in it at an offset.

  This seemed to work - kind of, for the first few days I could boot most
  of the time. I have quiet splash permanently removed from my boot
  options, and boot was sometimes hanging on Started NVIDIA Persistence
  Daemon as in the attached images.
  
  Another time with gdm3 I saw the following output instead of the
  greeter, also attached.
  
  How can I begin to resolve this issue please?

I agree to your summary.
I was considering this being "open" so long without being a major issue for 
anyone combined with the required work getting bigger to implement/fix it for 
real. So of the two choices:

a) having the error statement while trying hotplug be improved saying hotplug 
is not supported with that version of qemu/libvirt
b) bring in all the necessary changes required for vcpu hotplug in xenial 
aswell.

b) imho seems like a rabbithole of changes and even potential regression for 
more important cases. Especially that there is an LTS released where things are 
fine (18.04)
a) seems to be less invasive and the right situation given the situation.

Therefore after that being "selected", would you mind prepping a change
that you'd want us to add for that improved message when people are
trying to use Hotplug on Xenial?

I expect the greeter to load every boot.

Instead, gdm3 is not stable on my system, it will work for either one or
several boots after I take corrective action, but inevitably this
results in the greeter not loading. The graphics card on my Intel Core
i5 system is an Nvidia GTX 970, and I manually installed nvidia-
driver-415 when I could not load a greeter as soon as I had installed.

Searching here and elsewhere, I have tried many things to resolve this,
which I will outline below. If you know something else I can try - to
get make gdm3 stable - please let me know.

Even with WaylandEnable=false uncommented in /etc/gdm3/custom.conf, I
usually cannot login, instead of the greeter I would see either a black
screen or graphic distortion like a black screen with some pink lines
across the top, and I am only able to login setting nomodeset.

With gd3 not working, I tried lightdm, and on encountering similar
issues switched back to gdm3 again:

sudo apt-get install gdm3
sudo dpkg-reconfigure gdm3

This seemed to work - kind of, for the first few days I could boot most
of the time. I have quiet splash permanently removed from my boot
options, and boot was sometimes hanging on Started NVIDIA Persistence
Daemon as in the attached images.

Another time with gdm3 I saw the following output instead of the
greeter, also attached.

How can I begin to resolve this issue please?
