apport does not depend on gdb so it's possible, even likely, that gdb is
not installed on the system reporting the crash. Subsequently,
report.add_gdb_info will fail and the docstring indicates that this
should "Raises ... OSError if calling gdb fails" however the docstring
is currently a liar
A possible solution - just delete the trash, network, user and computer
icon and restart the machine (the desktop icons will be re-created)
As long there is a broken desktop file present no update and no new
version will help.

In fact, not even Windows shows a choice when moving a folder, even if it
visually indicates that you are moving a folder.
Unfortunately I don't use keyboard shortcuts very much, I use a lot of mouse.
Same thing the users to whom I install an operating system, in 99% of the cases
they are used
I had troubles with DNS resolution in last days after reboot and I think
it may be related to resolvconf package update. I spotted following
entries in resolvconf-pull-resolved.service journal:

noticed this wintab32 problem, it's scary how it's more than 11 years
that wintab32 is broken and it's still not fixed in 2019 for
applications that ran on Windows XP.
It's nearly useless to have a Platinum running Photoshop when
Windows doesn't display a menu on dnd by default does it? If you want to
copy you can also use the context menu or ctrl-C...

I recently installed the Chromium SNAP, so I wanted to copy the Chromium DEB
configuration:
I select the folder /home/user/.config/chromium and move it to
/home/user/snap/Chromium/current/.config/chromium
My intention is to copy, since I want to keep the ".deb" installation
configuration,
unsure if that's the kernel or not, but that's a better bet that the
settings UI you reported the bug against

The different behavior is on the same partition: move.
However the problem of usability remains, many inexperienced users accustomed
to Windows, use the mouse to move, copy folders etc
I must be able to decide at least whether to move or copy.
