I'm going to need a bit of help with respect to where to find old
canonical kernel packages so I can find at what point it broke exactly.
I did compile 5.0.9 from kernel.org source and it does reboot properly
so I do know for certain that it is a kernel issue.

Accepted newlib into bionic-proposed. The package will build now and be
available at
https://launchpad.net/ubuntu/+source/newlib/2.4.0.20160527-3build1 in a
few hours, and then in the -proposed repository.
Please help us by testing this new package. See

I'm not clear on how to trigger the set of installed packages that leads
to this bug, but in any case, I ran into an issue where neutron-dhcp-
agent would refuse to work. Logs looked like this:
