Its from dell vostro. I use the same system on dell vpstro and hp zbook.
The slider disapprered on dell vostro after this versiom update on that
machine. Not loaded the os on zbook after update yet. Before upgrade the
value did not stick between restarts on vostro. I was carrying the ntb
while upgrading and it stopped responding with black screen and I had to
force stop upgrade. I fixed the os after and finished upgrading from the
version before.

I have exactly the same bug on a newly purchased Asus VivoBook Flip 12 TP202NA.
The emmc is an SanDisk DF4032 749B806.

Lubuntu 18.04.2 installer finds for time to time the emmc but I've never
been able to boot the system successfully.

Sorry, I was using only 'dgit -d ubuntu clone mariadb-10.1
bionic,-security' to fetch repo contents, apparently need to use 'dgit
-d ubuntu clone mariadb-10.1 bionic,-security,-updates' in the future.
This is the first time anybody has ever done a non-securiy upload of
MariaDB to a stable Ubuntu release.

Interesting commit by Dan Streetman  in that .2.
I am surprised he didn't notify the maintainer or maintainer mailing
list about this in any way, nor did a merge request on salsa.debian.org
to get this incorporated into git where this package is maintained.
Looks like he attempted to do a clean up that I already cleaned up last
year, originally introduced by Ondrej Sury's upload in the year before
which he never saved in the git repository

I am not sure if I want to get tangled in a fixup again because somebody
did direct uploads without working via version control and pre-upload
quality testing.

Your long boot time appears to be multiple problems in the kernel log
(CurrentDmesg.txt). I can't quite put my finger on just one cause
though.

If it does then that's a bug like this one. Although modesetting may
tear in the multi-monitor case and there is an effort underway by Intel

After upgrading an old Dell laptop Inspiron 1720 (from 2007 I think) from 
Kubuntu 18.10 to 19.04, the result is a broken system:
booting takes + 5 minutes
looking at the boot messages I see "Failed to start Dispatcher daemon for 
systemd-networkd" and consequently Network Manager fails to run.
Eventually it reaches the desktop where it takes another 5 minutes to display 
the panel.
In a terminal it fails to execute any network command (ifconfig, ip) as well as 
"sudo" and "lshw".

If I boot with the previous kernel, the 4.18.0-18 of Kubuntu 18.10, it works 
without problem.
For now I have set its grub to start by default the 4.18 kernel instead of the 
5.0 one.

I tried running "apport-cli -f -p linux --save
kernel5.0onOldDellInspiron1720.apport" but that has been spitting out
periods ("") for 10 minutes now and still hasn't finished.

as network namespace exit is normally a local action, which is what
would trigger a cleanup. NVD's CVSS score

the news articles going around), but e.g. SUSE considers it local access
only (see https://www.suse.com/security/cve/CVE-2019-11815/).

Does it happen with simple password? like if you "sudo passwd " and set 
"one" does it log in using "ONE"?
Can you also add the journalctl log after getting the issue and the output of 
"dpkg -l | grep pam"
