I don't know if/when I'll get time to look again at this, but if someone
else wants to give it a go then for reference here are the merge
proposals

I've set the merge requests to WIP, as the reviewers don't want to
proceed with this as is.

This is no solution as these lines are commented out in 3.19.6 already.

available at https://launchpad.net/ubuntu/+source/nova/2:19.0.1-0ubuntu1
in a few hours, and then in the -proposed repository.
