I had the same problem, even when I removed the ciphers above, TLS1.0 was still
active.
I added a dummy default page whithout special cipher-suite and SSLProtocol
configuration, with a subdomain, which is not registered on public DNS
(snakeoil cert).
Now TLS1.0
Taking a guess that openstack is the intended package for this bug.

@vivkar, in response to your last question, you should have kernel
4.15.0-70-generic already available to boot from, since an update
wouldn't have replaced the old kernel version. Make sure it's not
available by going to /boot/ folder on your machine and looking for any
files named

got it working on my Asus E200HA @ Xubuntu 19.10.
As already mentioned, the installed kernel (currently 5.3.0-24) already brings
the driver.
What I had to do was uninstalling libasound2 (currently 1.1.9-1),
as the sound card is not supported in this version.
