The BUG appears to be caused when the NCBI environment variable is
undefined. Setting NCBI to the installed location of the default config
file under Ubuntu fixes the problem:
> ajt@beluga:~$ export NCBI=/etc/ncbi
> ajt@beluga:~$ strace blastn |& fgrep .ncbirc
