An interesting and maybe useful thing I found when I log out and back in
again, it comes up in a very much different resolution, though the
settings say it is 1920x1080. See the screenshot (not cropped).

I cannot reproduce this. I compiled the reproducer program and tested on
a Eoan VM running in KVM, with the same 5.3.0-29-generic kernel:
