An interesting and maybe useful thing I found when I log out and back in
again, it comes up in a very much different resolution, though the
settings say it is 1920x1080.  See the screenshot (not cropped).

So when I went to make changes back to what I prefer, I found the 200%
was on.  It wasn't at 200% before I relogged in.

decision was to use "Systemd but we support exploring alternatives".

depend on experimental or unsupported (in Debian) features of other

interfaces they use. Maintainers use their normal procedures for
deciding which patches to include."

>From my understanding this means that supporting an alternative init
system is optional ("Packages may include support for alternate init
systems besides systemd"). So basically this is up to the package
maintainer whether or not the package should support an alternative init
system.

Given the (still rising) popularity of Docker/Kubernetes containers, it
would indeed by very nice that the affected packages (such as haproxy)
do adjust for a non-systemd environment.

This is Apache2 bug 53555

It was fixed in 2.4.25 but on Ubuntu Xenial, Apache2 runs with 2.4.18 and the 
fix was not backported yet.

This particular Apache2 setup runs with event mpm and is used as reverse
proxy in front of a Tomcat (but that's irrelevant I guess). A daily log
rotation happens on the Apache2 logs, causing an Apache2 reload
(graceful restart). A check of apache-status each day confirms Apache
bug 53555.

Those 3 extensions can be ignored as we do ship those by default.

The extra XML files you see sound like backup files I asked you to
create in comment #12. I think they are safe to keep and won't be used
unless named 'monitors.xml'.

As for xrandr, it looks better behaved now. At least you're running at
the native resolution. Only a little bit unusual you're not running at
the native refresh rate of the monitor:

  1920x1080 60.05 + 60.01 59.97 59.96* 59.93

  + means the hardware preferred mode
  * means the current mode

I don't think any of these most recent observations explain this bug,
but I would be interested to hear if the bug stays away for a while
after you remove monitors.xml and log out/in again.

There are no extensions or scripts that I have installed to handle the
backlight.

I did not include acpi_backlight=vendor as a kernel parameter at the same
time as i915.enable_dpcd_backlight=1. The only kernel parameters currently
are "i915.enable_dpcd_backlight=1 quiet splash". Should I try both
backlight parameters at the same time?

Thanks Daniel!

I looked and somehow the Gnome Extensions page and found the top extension in 
this screenshot enabled.  
I can't seem to figure out how to actually uninstall these three extensions.  
Are they perhaps enstalled by Ubuntu?  
I have rebooted and went back to straight gnome shell without wayland.  
The screenshot I put up from libeoffice presenter was not a whole thing.  I 
temporarily forgot how to get the whole thing, as I usually don't want the 
whole thing, so I just did most of it as you noted.
The settings has 1920x1080.
I removed the ~/.config/monitors.xml and while I was there I noted some similar 
files.  Could they be causing this?

I manually built iptables 1.6.2 using the instructions at 
http://www.linuxfromscratch.org/blfs/view/8.2/postlfs/iptables.html and my 
problem is if I use 
#iptables -V
output is 1.6.2  
and if I use
#apt-cache policy iptables
it is showing 1.6.0 only. i went through following process. can anybody 
suggest/correct me wr is the mistake.

Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Tested & supported upgrade paths from Ubuntu 18.04 LTS are firstly to
18.10 (which is now EOL & thus no longer possible), or to the next LTS
release after 20.04.1 has been released (thus isn't yet available).

reproduce this on a fresh Eoan VM with no Virtual Box drivers installed?

This kernel parameter does make the backlight respond to keyboard input, as
well as manually changing the brightness values in
`/sys/class/backlight/intel_backlight/brightness`. However the behavior is
odd. Adjusting the brightness using the keyboard results in erratic changes
rather than a smooth change in brightness. The brightness settings appear
to range between 655 and 65535 in
`/sys/class/backlight/intel_backlight/brightness` when using the keyboard
keys. However, the max screen brightness appears to be at 2047 when
manually setting a brightness value in
`/sys/class/backlight/intel_backlight/brightness`.
