I tried 19.10 and 20.04 (daily build) on an AMD platform (AMD Ryzen 5
2500U with Radeon Vega Graphics), and the backlight works without
problems.
This platform has the same symptom as described in the bug description -
actual_brightness is a fixed and higher value, and it does not change
with brig
In theory, max_brightness and brightness are all needed for backlight
control. I am using stock Ubuntu 19.10 & 20.04 with gnome desktop. Are
you using anything special?

Yes you did miss something. Of course the value is changed in
/etc/modprobe.d/zfs.conf. I changed it myself! However zfs is ignoring
that value and is using considerably more memory for L1ARC.
If I wanted to limit the size of L1ARC, I had to change the value in
/sys/module/zfs/parameters/zfs_arc_m

I agree on the kernel side - as already mentioned in the bug description - I've
added that only for the reason of completeness, since the kernel change is
affected (even if not really by the FFe).
For the kernel only one add. commit needs to land - and that is expected soon.

I tested this on eoan on a ROME system and I got the following results:

Since upgrading to 20.04 the sound card is no longer detected.
This means that I can only see "Dummy Output" in the sound settings.
The audio works if I use Bluetooth headphones but not if I try to use
the speakers or the 3.5mm headphone jack.
My machine is a Lenovo ThinkPa
So I have tested your custom kernel. It does not fix my problem:
-if the brightness == max_brightness => the display is at max brightness but
stable.
-if the brightness < max_brightness => the display brightness is not stable (is
flashing). the brightness is jumping back and fort on the value br
