I don't know about any linux-firmware user from the PCI side. As for NVMe, on
other platforms their firnware updates seem to go a different route than using
the linux-firmware package.

I just verified this LP by building on PPA the current libvirt on
xenial-proposed (1.3.1-1ubuntu10.30) - it succeeded. Also, checked the code and
the patch is there, hence I'll mark this LP as verified.
