This seems to happen when switching user passing from GDM or just doing
Ctrl+alt+f1 -> Ctrl+alt+f2 (or yours).
Looks like gdm's mutter cursor stays.
Using gdm running in X11, workarounds the issue, so as workaround
editing /etc/gdm3/custom.conf to uncomment `WaylandEnable=false` should
fix this.
I have installed using the latest 20200420 image of Ubuntu MATE and this
issue is not occurring, installation completes successfully.

No ACPI interrupts means either BIOS is broken or system is using other
mechanism like scancode from KBC/EC.
Checking scancode is easy: sudo showkey -s
Also checking interrupts: watch -n1 cat /proc/interrupts <-- usually IRQ 1
If there aren't events from KBC/EC, this is a BIOS or a KBC/EC bug.

I have this problem and the workaround (unmount and mount the Windows
boot partition several times) didn't work. I've tried Ubuntu 18.04 LTS
and Ubuntu 20.04 LTS Beta.
I've already tried minimal install with no updates, but the installer

Running under strace may change the execution environment enough that
it's not reflective of the actual error, but it's still worth a shot --

the root file system), leaving the /var/run symlink on the same
After upgrading to 3.36.1-3ubuntu3, the issue seems to have been
resolved on my laptop. This is with limited testing however, will report
back over the next few days if I see it again.
