just did a fresh install of 20.04 to confirm the bug.
i can surely concur that when launched from the dock epiphany-browser
open 2 windows every time instead of one.
all other apps added to the dock as favorites open only 1 window but
epiphany-browser opens 2 instances / 2 windows of the browser
Reproduced also with 5.3.0-51-generic.

0ubuntu1 samba-common-bin=2:4.3.8+dfsg-0ubuntu1 libwbclient0=2:4.3.8
+dfsg-0ubuntu1
The command for automated downgrades (be careful!) is:
apt list | grep 2:4.3.11+dfsg-0ubuntu0.16.04.26 | grep installed | sed
's,/.*,=2:4.3.8+dfsg-0ubuntu1,' | xargs apt install
If the `apt install` would do what you expect, add '-y' to the end and

Thank you, everything works, only making mv didn't quite help, there
were diversion links, apt remove and install linux-firmware helped me.
Apparently this happened because I tried install oem kernel and then
rolled back, apparently not fully.
