I can't use fractional scaling at all. When I enable it from the Settings in
Gnome it just loads for a while (flickering black screen) and then reverts to
Single Display. Switching back to Join Displays does nothing and I have to
unplug and plug the external monitor back in.

I found out what the problem is, the wrong firmware gets loaded. It load
the firmware for the ax201 instead of ax200.

I have some issues using the gnu radio and some libraries. I have to

I experience the same problem with my system using the same driver, i
use an ax200. There seems to be a problem routing the audio. The output
reacts on my voice so they seem to be switched somehow?

How is this other drive configured? Is it an entry in fstab? And you
were entering its path as a Local Folder storage location?
If so, we didn't previously do anything special about mounting fstab
