Use non-removable uefi bootloader in cloud-images
I'm expecting four debdiffs here. cinnamon and cinnamon-screensaver for
Focal, and again for Groovy. Even if the quilt patches themselves are
the same (as above, ideally they would be), the different debdiffs would
still need separate changelog headers (stating different release version
numbers).

It is, but nobody's making upstream releases, which is probably why users are
still hitting this issue, even though the fix landed upstream 9
MP review complete, uploaded with minor modifications to Hirsute and submitted
the same to Debian.
Once complete in 21.04 we can think about how far we want to backport this.
