I am happy to report that this issue looks to have been resolved.
The roll back took a bit of time to do, and I am still not sure that I
did it fully correctly. However it did the trick.
I also note that there were some subsequent updates to both the Mesa
libraries, and xserver-xorg-video-amdgpu
After the release of Hirsute, I was able to format USB sticks and
external hard disks so apparently the grub-install problem is solved
after 22 April. I consider this bug report can be closed, but do not
know how to do this.

Attaching integration test run output on focal. Note that this was using
the ua-client/staging ppa which is the functional equivalent of the
proposed release.
There is one failure in this log which we (Chad, Lucas, myself) have
verified is due to a special case because using the same staging ppa
