There certainly are invisible differences between Linux and Windows
kernels internally how they implement HDMI signalling. So it is possible
Linux is more fragile than Windows in this respect. As such, avoiding
the receiver or changing cables might be a workaround.
A proper fix in that case would
I think it's more of a security feature than a bug, so no I don't think
it's appropriate to open a bug against the protocol itself. And Ubuntu
was not involved in the design of Wayland, so complaining about it here
won't achieve much.
As a workaround you can:

Dual boot OS Windows 7x64 & Ubuntu 20.04 64-bit.While booting everything
is OD. But as soon as password is entered, brightness of the screen is
so blurred that it is practically impossible to work. Further the
problem is common for all programs run on the system.
In recovery mode, the root file system is still mounted.
My suggestions for this issue:
* Remove this `fsck` item in the recovery mode
* Modify the “friendly-recovery” package: /lib/recovery-mode/recovery-menu
Let fsck to skip the root file system by the option -R.

This is a problem that Linux cannot fix, but is a Windows compatibility
issue. Windows compatibility issues are done by Wine, but not within
Steam games as that is handled by Proton, which is a Wine-like
compatibility layer. You will find that not everything that runs on
Windows runs on Linux,
