Displays come in and out of power saving, without actually displaying

This time, GDM failed to launch (without dock). I ended the startup sequence on
a blinking cursor in the upper left corner and that was it.
I was able to connect to the TTY2 where I ran htop. There I plugged the dock

During verification on Azure it was determined that there are some
regressions in terms of re-configuring network multiple times during
boot as well as some corner cases where dhcp retries are unneeded in
early boot during retries. This avoids long blocking during instance
provisioning stages.
There are two fixes that are needed in this SRU:
