For your issues with apport-retrace, yes it should download the files it needs,
but in your case seems to fail for permission issues. Could you mabe just try
it with sudo and rebuild instead of a direct binary path like:
$ sudo apport-retrace --sandbox system --rebuild-package-info

On Intel Maple Ridge, when hotplug TBT4 dock, PCIe bus show error
"severity=Uncorrected (Non-Fatal)",
and failed to probe.
[Fix]
Re-enable PCIe port LTR after reset or hotplug, and probe it properly.
[Test]
Verified on HW with TBT4 dock. it works fine.
Also
This bug is missing log files that will aid in diagnosing the problem.
While running an Ubuntu kernel (not a mainline or third-party kernel)
please enter the following command in a terminal window:

I can confirm the issue with the VM. Enabling debugging makes things
work again (set debug=all), which is sad. Needs further investigation.
