Note: this is probably caused, in my case, by "udevadm trigger" being run in
"/var/lib/dpkg/info/open-vm-tools-desktop.postinst configure".
This command is run by dpkg during install of open-vm-tools.
Replicated problem as follow :
in a terminal :
1 setxbkmap fr
2 setxkbmap -query -> returns fr
