I am seeing this static since kernel 5.13.0-28 and even now after

All steps look right. `sudo apt reboot` won't work though, its either
`reboot` or `systemctl reboot`.

Title:
Incorrect handling of apparmor
I have 4.14 installed on Xubuntu 20.04 and it has still been happening
recently. I think it only happens when there are many icons to deal
with. It works fine as long as the desktop starts very rapidly, but if
it takes any time they get reset.

used. Looks fine anyway.
