So this outcome is not limited to xubuntu.  I was able to produce the
same result with the base desktop ISO as well.

The key here is a "deadnet" type configuration - active networking but not 
going anywhere.
I was however able to make the install work on the deadnet by setting the 
autoinstall policy 
apt: {fallback: offline-install}

The code equivalent of that is a proof-of-concept that I think is
overdue to make real, in
https://github.com/canonical/subiquity/pull/1816, except I think server
wants this default also and that PR applies this policy value change to
desktop.

Joining a FreeIPA domain reconfigures SSH. E.g. it enables GSSAPI
authentication in /etc/ssh/sshd_config.d/04-ipa.conf . After that, it
tries to restart sshd, but that fails as "sshd.service" is not a thing
on Ubuntu:

While that could be changed in freeipa, I'd argue that this is really a
bug in Ubuntu's openssh package. Many upstream software, Ansible scripts
etc. assume that the service is "sshd.service". In Debian/Ubuntu the
primary unit is "ssh.service", but it has an `[Install]
Alias=sshd.service`. That works in Debian because there sshd.service
*actually* gets enabled by default, and ssh.socket isn't.

But Ubuntu moved to socket activation (which is good!), so that
ssh.socket is running by default. But that means that ssh.service never
gets "systemctl enable"d, and hence the alias never gets set up:

# systemctl status sshd.service
Unit sshd.service could not be found.

So if ssh.service is already running, it never gets restarted by "ipa-
client-install".

It would be really good to make that alias work by default -- if nothing
else, just create the symlink manually in the postinst?

Note: we have tested this functionality in Cockpit on Ubuntu for a long time 
already. But until very recently we had a workaround to force the creation of 
that alias:

We dropped it because it broke image builds due to some bugs in openssh's 
postinst, but it was a bad one anyway: actual users don't have that hack, and

The GPU won't work with this failure

[Fix]
Backport the upatream fix for allowing slow HuC loading. 

[Test]
1. Unplug the power of the laptop and make sure it's charged by battery
2. Cold boot or Warm boot the machine and check the GuC init fail message.
3. Go to settings - > about --> graphics to make sure the GPU information is 
correct every boot.

[Where problems could occur]
Simply increase the loading time of HuC still get a working system. Should be 
low risk of regression.

The rocm-hipamd package has been FTBFS on arm64 in noble since the
update to glibc 2.38 last year, as per
https://bugs.launchpad.net/ubuntu/+source/rocm-hipamd/+bug/2032624. In
fact, all libraries written in the HIP language have been FTBFS on arm64
since then. This is blocking all fixes and updates for the ROCm
libraries from migrating from noble-proposed to noble.

I was the one that originally ported the ROCm stack to arm64 and to my
knowledge, nobody has ever tested these packages on that platform. I got
them to compile, but I never had the hardware to use them. All my
testing has been done on x86_64, so it would be silly to block fixes to
x86_64 due to problems with arm64.

Please remove the following binary packages from noble:

allowing libamdhip64-5 to be removed.

Reproducing the issue in mantic with the script provided in the SRU test
plan:

Which confirms the issue.

When tryong to verify the fix, I got the following result:

Further runs with and without the fix are quite consistent: I get
thousands of failures for the package in the release pocket, and a few
hundreds with the package in proposed.

Before marking this as a verification failure, I would like to dig a bit
more to ensure this is not a different bug or a a issue with local
resources.

the proposed pocket:

I had to fight a bit to figure out how to build ucx due to the
"debian.upstream" directory, but I've completed an arm64 build. I can
confirm that when autoconf fails to find libamdhip64-dev, it will just
disable ROCm support.

I must admit, I didn't restart my arm64 build after fixing the
maintainer. I do not have access to native arm64 hardware, so I used a
qemu image and it took a very long time to compile.

jammy to mantic is not a particular interesting upgrade path, it's opt-
in only, so if nobody is interested in a mantic fix we shouldn't block
the jammy LTS fix for it. jammy users will be upgrading to noble and not
be affected by a mantic regression.
