The problem went away for me after I deleted my keyring and switched
from evolution to thunderbird.
Trying to (re-)add a mail account to evolution immediately brings the

One strange thing I see in Mainlog.txt is that the canonical-kernel-team
PPA was disabled and then enabled. This could be because I wanted to use
my local mirror of the archive but that's not clear to me.

I'll rephrase: We discussed keeping GOA in the mix of things able to
set-up in gnome-initial-setup downstream, but that didn't happen. I was
pretty adamant about keeping that feature. That didn't happen. And yes,
that needs to be a separate bug.
As for everything else, for now, I've blacklisted
I noticed today that Kubuntu's menu's lacking a hibernate option.
According to this post about hibernate, the Ubuntu platform expectation is that
it is unsupported:

For these reasons, it only makes sense to remove the option.
