I think I've figured out why this is happening. If I restart directly
into Ubuntu, then it works correctly and the setting is remembered.
However, if I restart into Unity, then back into Ubuntu, the setting is
forgotten. Perhaps Unity is overwriting the setting?

I am testing Ubuntu 24.04 beta and using the proprietary NVIDIA drivers
(550.67).
Prior to installing the drivers packages (using nouveau), the system
would load gdm3 in Wayland.
After installer the drivers package, the system would load gdm3 in X11.

When powering on a laptop with the lid closed, connected to a dock which
is connected to external monitors, if gdm3 is going to run on X11, the
computer is suspended prior to the login screen being displayed.
Tapping a key on the keyboard wakes the computer out of suspend
An extra word on why this all got so late and lost for too long for full
transparency. Simplestreams is held in main by `platform-git/supported-
maas:53: * python3-simplestreams`. It is per-subscriptions owned by not
one, but two teams (already bad) - server & maas teams for historical
reasons.
