Bug #1096289 appears to report the same or a very similar deadlock.
I've found a temporary workaround by installing the qt4-qtconfig
package, running qtconfig and selecting the Plastique theme (or other
non-GTK based theme).

I have tested Edubuntu amd64 (66aaf018766075f4bcf579b5eed5bb85 *raring-
dvd-amd64.iso 20130211), on live usb persistent.
Into dash, some application of gnome-control-center, have the same image
(View screensho #1 and #2).
Other application, have not image

in the latest stable version of Ubuntu - Quantal Quetzal.

Korean font is loaded when keyboard

When several keyboards are used, the keyboard indicator is displayed
which has the side-effect of loading a Korean font instead of Ubuntu
(See screenshot attached)
Furthermore, when the show layout window is launched from the indicator
menu, the question mark picto is used
