Interesting, i launched 10 instances and grepped cloud-init timestamps.
it seems pretty reliable that the ifdownup cycle is reported to take between 12
and 22 seconds.

that initially because there is no /dev/console output on azure.

Quantal but not Raring. I tested this on Precise using the HWE stack
[1].

I have the same error with cpufreqd.
My CPU is an AMD Turion(tm) 64 X2 Mobile Technology TL-56
Kernel module is powernow-k8, and cpufreq-set can successfully be used
manually.

I try my best to understand (though I don't really understand :)) the
command(s) that I should execute.
Hope following result helps (I ran it while printer unplugged) :

As per comment from the Pika developers on IRC, it should not be used by
anyone as it is both unstable and missing key features like keepalives
