there a way that /etc/apache2/mods-available/php5_cgi.load got deleted
during upgrade, and the symlink in /etc/apache2/mods-
enabled/php5_cgi.load did not?

This looks like a local configuration problem, rather than a bug in
Ubuntu.
It looks like you have some security updates installed, but some other
packages are behind. You need to fully upgrade your system to the latest
security updates. Try typing: sudo apt-get update
Looks good. My build test failed using sbuild. I think this is because
of some interaction between the tests, opening a port, and the
environment I'm using. I tried manually in an LXC container by hitting
the build and binary targets manually, and that seems to work, so I
think we should be good.
