My work laptop was severely affected by this bug ... needs to get resolved ASAP because it does actually prevent me from getting my work done. Essentially, same as everyone else on this thread: black screen on boot- up with the NVIDIA adapter. [Bug 1417867] [NEW] Cannot change controller mappings on Configuration Input
Public bug reported: it seems like it pops up a dialog that says (possibly) to press a key with a time delay, but doesn't allow to press a key or a controller button, right after the UI button is clicked on the GUI to change either the Up (U), Down (D), Left (L), RIght (R), Select, Start, B, or A buttons, it disappears as quickly as it is pressed. I have a third-party Xbox 360 wired controller, and it even does it when I attempt to do it with a keyboard. Having stared at the relevant piece of havana-eol code (neutron.db.metering.metering_db.MeteringDbMixin.create_metering_label()) and traced the value of tenant_id backwards several callers, this value is whatever the user passed in the 'tenant_id' json key in the create_metering_label REST API request. This functions is restricted to admin only, so you're probably looking for either a neutron cli tool or heat bug, or perhaps some local admin (mis)using neutronclient or the API directly.
