This reboot issue seems to occur on the nexus but not the bq. The bug
above describes behaviour experienced on the arale and bq when
uninstalling a scope,
I see I've made a typo regarding icmp_seq in the output of the second
run of ping (icmp_seq 1, then 2, and then 1 again, but the last one
should be 3). I typed this manually, so there may be other typos as
well. But I can't see any typos regarding the main point, I got the ping
replies from my own
Can't reproduce now, probably fixed in the lots of rewrites that part of
the code had, setting to incomplete in 60 days so it closes itself
unless someone can reproduce

I'm using Ubuntu 15.10 dev and on booting/shutdown the system there are
several lines written to the console like * Starting X display manager
lxdm [ OK ]. The status in the brackets is always aligned to the right
which makes it difficult to assign it to the correct line
Indeed, on every error path lxc_user_nic should print an error message
to stderr, but that doesn't end up in the log. If you simply do
lxc-start -n container_name -F
What do you see? On one failure case I see Quota reached, for
instance.
When I copy/paste your network config excerpt, it does

If I understand correctly, this issue has been resolved as of the two
commits mentioned by Uli in comment #18, which I've confirmed are
included in trunk.
If there are other related changes needed (e.g. test cases?) please re-
open and clarify what the remaining tasks are.

Two observations:
1) There are indeed touch events coming in, but only from the master
So it does appear that this a result of the openvswitch-switch service
taking a while to startup on boot/reboot. I have added some retry logic
to nova-compute and it appears that openvswitch is taking around 80s to
start:
neutron-ovs-cleanup start/pre-start, process 3055
