I just encountered this issue when trying to update a trusty server to xenial.
Here's how we "resolved" it.
After do-release-update exited with a similar to the above message, there is a
temporary ubuntu-release-upgrader-{random} left over in /tmp.
Enter that directory i.e. cd /tmp/ubuntu-release

Accidentally found a workaround!
You can set environment GBM_ALWAYS_SOFTWARE=1 for Mir servers and
clients, and they will then successfully render in software using
LLVMpipe.

Since this bug also affects Epson L355 driver (epson-inkjet-printer-
201207w) and Epson XP-310, that needs lsb (>=3.2), and other printers
as well, why not mark Bug #1573893 as a duplicate of this one?

A quick grep seems to suggest it's the responsibility of each EGL
platform to re-implement the environment check:

This was done at the request of the pocket desktop folks who want to
drop it from libertine as they move it into the standard seeds. We do
want the 7MB in the main seeds for OTA11 as the pocket desktop seeds are
retired.

I have this bug as well in a clean MATE 16.04 install.
x220, Intel 6205 wireless . Using the firmware iwlwifi 18.168.6.1
Various things like #12 sudo iwlist wlan0 scan - does not work for me.
Also disabling Wireless and/or networking via Network Manager - and re-
enabling does nothing.

After upgrade to to 16.04 LTS, redshift no longer gets any location
through geoclue. Running the gtk app, location stays at 0.0, 0.0. I ran
geoclue-test-gui from the geoclue-examples package, and it correctly
determines a good location, so it seems geoclue itself is working.
