After I upgraded to Ubuntu 16.04, the feature of turning off screen when
inactive for a certain period of time, does not work.
I have tested it several times, changing the duration, without any
avail.
This is happening in all the three machines I use.

According to Christian König the patch is backwards compatible with the 4.x
series kernels.
I've tested it (compiled against 4.4.0.26) and it works without problem.
