Ack in 16.04. Unless install the package from #2 upnp doesn't work in
VLC. Even in VLC 3 (from ppa:videolan/master-daily) so it's definitely a
upnp issue.

Just tried kernel 4.11.0-041100rc2-generic one. Looks like that the bug
is happening (had some issues compiling the DKMS nvidia-357 and
virtualbox, but still could boot up that kernel).
