Description:
An unusual password prompt appears when passing --batch during key generation. 
Using control+c to break to the shell, breaks the shell environment completely.

Steps to replicate:

As a root user:
#> gpg --batch --gen-key temp.batch

Please enter the pass phrase to protect your new key

Passphrase:

Ctrl-C (SIGINT) breaks to the shell, and the shell becomes completely
unstable/unusable after this point. Input is varied with some key
presses writing to the prompt, and others causing the screen to loop
back to the previous prompt displayed above. Options are no longer able
to be selected to cleanly close.

P.S. This might also be a security issue. I've noticed that the frame
that's stuck inside the flicker reappears when I shut down / restart my
computer. That's a potential security issue because you might not be the
only person using your computer and all of a sudden this errant frame of
video pops up.

@vanvugt The tearing's a nonissue now so it makes sense to refashion
this report to deal with the flicker only. I'd really rather not shirk
this report with the traction it's received.

Re #19, just the one screen. But that makes no difference either. I have
a multiple screen setup on a different computer and this happens there
too. It happens everywhere, regardless of hardware. It also happens with
all the extensions and modes are pulled out. It happens regardless of
what theme or what shell theme I use. And I haven't been able to
reproduce this issue on Arch, Fedora Rawhide or Manjaro.

Don't think I can show a video as I don't have a high-end camera or

it's less obvious, but there still appears to be screen tearing when
running via openGL 3.1 using full-screen-repaints.

It's also reasonably obvious that for some GUIs their buttons will
update their two triangles across two frames instead of one, this seems
to be a much rarer occurrence with the above settings however.

5. Sreen goes blank without splash screen
6. Screen still goes blank without splash screen after grub even though restart 
the system

IRQ triggering issues on I2C touchpad ELAN1200.

It was reported that after resuming from suspend network fails with
error "do_IRQ: 3.38 No irq handler for vector", see [0]. Enabling WoL
can work around the issue, but the only actual fix is to disable MSI.
So let's mimic the behavior of the vendor driver and disable MSI on
all chip versions before RTL8168d.
